What is an exceptionally permissible building

An exceptionally permissible building is a building with exceptionally permissible functional use, but it does not necessarily correspond to the main functional load in the given area. These are features whose location and quantity and capacity can disrupt the character of the territory. The assessment of the admissibility of the building is the responsibility of the chief architect . Urban aspects and environmental protection are crucial.  Any change in built-up area, volume and change in functional use must be marked as an exceptionally permissible building.  The location of the exceptionally permissible building is decided by the relevant building authority.
